  16. <p>Now even the insurance industry is pushing a national health-care
  17. plan

  19. <p>     It was a classic application of the advice "If you can't lick
  20. 'em, join 'em." Recognizing that with Bill Clinton's victory,
  21. the momentum toward national health-care reform is becoming
  22. unstoppable--and that insurance companies are widely regarded
  23. as an iniquitous special interest fighting on the wrong side--the Health Insurance Association of America reversed its
  24. long-standing opposition and brought forth its own plan.
  25. Features: through a combination of (unspecified) tax incentives
  26. and penalties, the government would require that a standard
  27. package of benefits be made available to everybody, including
  28. the 35 million Americans who have no coverage now. The feds
  29. would help define that package and eventually force
  30. standardization of amounts paid by private insurers, Medicare
  31. and Medicaid; to help pay the cost, workers would be taxed on
  32. above-standard benefits provided by employers. George Stepha
  33. nopolous, Clinton's communications director, hailed the
  34. reversal as a "real breakthrough."
